A matrimonial dispute that started years ago can sometimes have consequences beyond the FIR itself.
A Delhi High Court case shows why an LOC — Look-Out Circular should not be treated as a small procedural issue.
In Gurjit Singh Teja & Ors. v. State Govt. of NCT of Delhi & Anr., CRL.M.C. 5762/2025, decided on 21 August 2025, the underlying matrimonial FIR was extremely old.
FIR No. 624/2009 had been registered at PS Saraswati Vihar under Sections 498A/406/34 IPC after a matrimonial dispute. The husband and his parents were petitioners before the Delhi High Court. A Look-Out Circular dated 14 January 2011 had also been issued against the husband.
Think about the practical problem.
A matrimonial complaint may begin as a family dispute. But if an LOC is separately operating, the consequences can reach the immigration system and international travel.
Years later, the parties entered into a settlement through the Delhi Mediation Centre, Rohini Courts. They also obtained a mutual-consent divorce. The settlement amount was ₹18 lakh, of which ₹8 lakh had already been paid and the remaining ₹10 lakh was paid through a Demand Draft in the name of their daughter.
The wife informed the High Court that she did not wish to pursue the criminal proceedings and had no objection to quashing.
The Delhi High Court exercised its jurisdiction under Section 528 BNSS and quashed FIR No. 624/2009 and the consequential proceedings. Importantly, the Court also directed the State to take steps for withdrawal of the LOC issued against the husband because the FIR itself had been quashed.

FIR? Chargesheet? Trial? Warrant? LOC? Passport issue? Immigration alert?

The Delhi High Court case also demonstrates another important procedural point: when the criminal proceedings themselves are brought to an end, any consequential action connected with those proceedings may also need to be addressed. In this particular case, the State was specifically directed to take steps regarding withdrawal of the LOC.
